The Regional Waste Management Authority was established in 1990 by a Joint Powers Agreement between Sutter and Yuba Counties and the Cities of Live Oak, Marysville, Wheatland and Yuba City for the purpose of providing reliable, economical, integrated and environmentally sound waste management services to the residents, businesses and organizations of the bi-county area. The Regional Waste Management Authority is also responsible for municipal solid waste management planning and compliance efforts required by the California Department of Resources Recycling and Recovery (CalRecycle) and the California Department of Toxic Substances Control. Additionally, the Regional Waste Management Authority owns and operates the Yuba-Sutter Household Hazardous Waste Facility located in Yuba City and serves all of Yuba and Sutter Counties.
The Regional Waste Management Authority is governed by a Board of Directors consisting of a Supervisor from both Sutter and Yuba Counties and a City Council member from each of the four Cities -- Live Oak, Marysville, Wheatland and Yuba City -- who are appointed by their respective Boards of Supervisors and City Councils.
The Regional Waste Management Authority office is located at 2100 B Street in Marysville.
In addition to working closely with Sutter and Yuba Counties and the Cities of Live Oak, Marysville, Wheatland and Yuba City, the Regional Waste Management Authority also works with Recology Yuba-Sutter (formerly Yuba-Sutter Disposal, Inc.) on many projects. Each of the counties and cities has entered into an exclusive franchise agreement with Recology Yuba-Sutter for the collection, recycling and disposal of municipal solid waste from each jurisdiction. Recology Yuba-Sutter owns and operates the Marysville Integrated Waste Recovery Facility, which includes a refuse transfer station, material recovery (recycling) facility, composting facility, buy-back recycling center and certified used oil collection center. Recology Yuba-Sutter also owns and operates the Ponderosa Transfer Station located in Brownsville in the Yuba County foothills. The Ostrom Road Landfill is owned and operated by one of Recology Yuba-Sutter's sister companies. The Yuba-Sutter Household Hazardous Waste Facility located in Yuba City is operated by Recology Yuba-Sutter under an agreement with the Regional Waste Management Authority.
